A World Health Organization (WHO) action plan notes that over the past decade H5N1 has successfully "crossed the species barrier" from animals to humans, a shift that it considers "(poses) an imminent pandemic threat." As reported by the Wall Street Journal, Switzerland and Finland have already placed orders for GSK's vaccine, and other countries are considering the same, in order to amass a cautionary supply in the event of an outbreak or pandemic. The World Bank projects that costs associated with fighting avian flu will range between $1.2 and $1.5 billion by 2009.

In addition to the human implications of the virus, bird and farm animals are also at risk of infection.
